tonight the nfl's regular officiating crews will be calling the game. at the stroke of midnight the league and referees ended a three month lockout of the officials. the deal was struck after two days of marathon negotiations and controversial call to the end of monday night's game. after a series of miscalls, run ins with coaches and players, and on field confusion, the nfl referees are heading to the sideline. the league and officials union agreed on a tentative eight year contract that will put the normal officiating crews back on field. goodell said we look forward to having the finest officials in sports back on field. now it's time to put the focus back on the teams and players where it belongs. >> green bay will have a hard time. >> the two sides got serious about the negotiations after monday night's game between the packers and seahawks, a blown

call on the last play of the game cost green bay the victory. under the new deal the average pay for the league's refs will rise from $149,000 a year in 2011 to $173,000 next year and $205,000 by 2019. the agreement includes changes to the officials benefits package. some nfl players are glad to see the well refs return. >> we need those guys. they have experience. they have an eye for the game. they understand the players, the coaches, the dynamics of the game. >> after a three month lockout and no game action since last winter will the officials be ready? >> we're aware of the news rules. we've been working on tests and keeping ourselves in shape and we're ready to go at a moment's notice. we could from our perspective do it. it would be up to the league. >> while the regular refs will be on the field for tonight's game the deal is not done yet. the contract has to be ratified

by 51% of the officials. president obama and mitt romney campaign in virginia today, their first debate next week. yesterday the candidates were in ohio going head-to-head on such issues like taxes and foreign trade. for romney it's a mission in ohio to make up ground on the president with time running out. susan mcginnis is in washington with more on this. good morning. >> reporter: good morning. ohio is considered a must-win for both candidates. they've been spending so much time that governor kasich joked they should start paying taxes in the state. it illustrates how important this handful of swing states are. president obama and mitt romney are following each other from one battleground state to another. on wednesday ohio was their target. >> you probably are aware that there's an election going on right now in ohio. >> i believe you're going to

common man. >> reporter: the latest poll shows president obama with a ten-point lead over romney in ohio. cbs news has decided to move ohio from undecided to leans obama, a win for the president there would move him 18 electoral votes closer to win. that's 270. >> susan mcginnis in washington. in the nation's capital, vice president joe biden hosted a reception for hispanic leaders last night. he predicted most would see a hispanic president in their lifetime and took a swipe at mitt romney. >> when i hear some of our friends talk about, you know, a nation that is a culture of dependenc dependency, all i have to do is hang out with you guys. i mean it. all they got to do is look around this country and see the vibrancy of what is on the horizon. >> biden added the obama administration was determined to fix the nation's immigration

nikkei gained half of a percent while the hang seng rose 1%. the housing market continues to make a slow recovery. sales of new homes fell 0.3% last month from july but the medium price of homes during the same time increased by more than 11% to $256,000. that's the biggest one month gain on record. low mortgage rates are fueling the sales of homes. the mixed housing report and news about the growing economic unrest in europe pushed wall street stocks lower. the dow tumbled 44 points on wednesday while the nasdaq lost 24. more american airlines employees will take early buyouts, about 1600 mechanics and maintenance workers could get some $12,000 to $22,500 to leave. 1,200 baggage handlers are expected to follow suit. american filed for bankruptcy protection and offering buyouts in an effort to reduce layoffs.

fewer companies plan to expand hiring. a survey by the business round table suggests 29% of its member ceos plan to increase hiring over the next six months. that's down from 36% in june when the group released its last survey. ceos are concerned about the economic slow down in china and europe and the possibility of a tax increase here at home in the new year. two major companies are planning a radical change in the way they provide health coverage to their employees. the "wall street journal" says sears will give its workers a fixed sum of money and allow them to choose their medical coverage and insure from an online marketplace. owners of red lobster will do the same. the move is similar from a change of company sponsored pension plans to 0401(k) plans. myspace is trying to make another come back and it's hoping singer justin timberlake can help. he's appearing in a new video

as well. in sports this morning less than a week to go in baseball's regular season, in the tightest divisional race in the american league central the chicago white sox and detroit tigers entering wednesday's action. chicago hosting cleveland. top of the eighth inning, the indians, first homer the year to put cleveland up 6-4. that's the final score. detroit can take sole position of first place. after a solo shot in the fourth detroit comes back. two-run homer. makes it 4-3. later in the inning, austin jackson tie it up here. that's a solo home run. we go the eighth inning, looks like detroit, hits it and into an inning ending double play. and the go ahead run comes home. tigers win it 5-4. in the national league the cardinals trying to hang on for the second wild card spot.

but the astros complicates those plans. houston breaks a ten game losing streak against the cards with a 2-0 win. former cy young award winner gagne has leveled serious accusations against his teammates. he claims 80% of his teammates on the l.a. dodgers were using performance-enhancing drugs. but he didn't name any names. in 2010 he publicly admitted to using human growth horse monies. he said it ruined hit health, tarnished his reputation. when we come back on a thursday, is it the prequel to mona lisa. claims that leonardo davinci pained this one prior to the one hanging in the louve. whooo! on university avenue, blocked in both directions on dennis avenue. a pole is down. be aware of that if you're traveling through that area. the beltway at university running smoothly in both directions. i'll be back with more coming up at 4:39. >> thank you, monika. we begin this morning with a developing story everyone will be talking about today. they're back and most if not all will celebrate this. last night the n.f.l. and the union representing league officials reached an agreement to end the refs lockout. >> the deal means the regular refs will be on the field for this week's game and they start tonight of the the browns- ravens game. the standoff between the refs and the n.f.l. came to a head after this call on monday night which caused green bay to lose to seattle. everybody was moaning about it, made national news.

roger goodell got 70,000 voice mails which jump started the negotiations between the league and the union once again. in other news, more serious news, d.c. police have arrested three people in the august 18 brutal attack on capitol hill which left a 29-yard man unconscious -- 29-year-old man unconscious. >> after the beating late that night thomas mathis lay bloody. the suspects then went and attacked three other people. >> reporter: he is the father of a 22-month-old baby. he was attacked after he attended a nats game and stopped at this local bar. he was assaulted as he walked home, found on this porch so beaten and incoherent, police thought he was having a seizure. serious brain surgeries, coma, critical condition, now mending
